The National Labor Relations Board (NLRB) decided in May that Chicago's St. Xavier's University cannot prevent its adjunct faculty from unionizing. Federal law allows religious schools to prohibit collective bargaining if it might interfere with their first responsibility to a religious mission. But the NLRB found that the Catholic school is not a "church-operated institution" and lacks a "substantial religious character." The NLRB issued a similar ruling against Manhattan College in January . Both schools argue their inclusion of non-Catholic faculty and students is evidence of church teaching, not secularism.


UNITED KINGDOM The European Court of Human Rights asked the government in June to state formally whether it believes four British Christians have had their religious rights violated . PAKISTAN Nearly 70 suspects in the massacre of Christians in Gojra have a year of freedom on bail after the Anti-Terrorism Court suspended the trial because a key witness fled the country. The August 2009 attack, triggered by rumors that Gojra Christians had desecrated the Qur'an, left ten Christians dead and almost 100 homes burned. Witnesses have reported facing intimidation, and several have already fled the country.


CANADA Refugee advocates are criticizing immigration officials after details emerged about a Chinese Christian's 2007 hearing. The refugee board denied the man's religious refugee status because, it said, he could not describe what Jesus was "like as a person" beyond creedal statements. Canada's Federal Court upheld the refugee board's decision this year, but admitted that the questions were "somewhat awkward." The court also recently ruled that an Egypt-based visa officer had made bad decisions when interviewing four Eritrean nationals, such as asking two professing Pentecostals to name the "seven gifts of the Holy Spirit."


RUSSIA Parliamentarians are considering legislation that would outlaw free abortions at state facilities and require a prescription for the morning-after pill. While abortion was common during the Soviet era, a pro-life movement has recently materialized , spurred by a resurgent Russian Orthodox Church and concerns over Russia's dangerously low birthrate. The United Nations says Russia has the highest abortion rate in the world, and the country's abortions significantly outnumber births.

Award-Winning Reporter, Editor and Publisher to Lead ECD’s Communications and Marking Efforts

NASHVILLE — Tennessee Economic and Community Development Commissioner Bill Hagerty today named veteran journalist Clint Brewer as Assistant Commissioner, Communications and Creative Services.

“I’m pleased to have someone with Clint Brewer’s depth of experience joining our economic development leadership team,” said Commissioner Hagerty. “As a former business owner and media executive, Clint Brewer will effectively lead our department’s communications and marketing efforts.”

“I’m grateful to Governor Haslam and Commissioner Hagerty for this opportunity,” said Brewer. “Tennessee is one of the very best places in this country to do business, and I am excited to help spread that message.”

Brewer comes to ECD with more than 15 years experience in the Tennessee media as an award-winning reporter, editor and publisher. He was previously at The Tennessean in Nashville as the newspaper’s political editor. He has also previously served as editor of the daily Lebanon Democrat and of Nashville’s City Paper. Brewer started his own company in 2000 where he owned the Mt. Juliet News, a weekly newspaper in Wilson County.

Prior to his tenure at the Tennessean, Brewer was executive director of the Tennessee Center for Policy Research, a non-profit, free market think tank.

Brewer is a native of Knoxville, Tenn. and a graduate of the University of Tennessee-Knoxville. He was national president of the Society of Professional Journalists in 2007-08, where he led a lobbying effort in the U.S. House and Senate to see a national reporter shield law passed. He is a former board member of the Tennessee Press Association, and served as the co-chair of TPA’s Government Affairs committee during the last legislative session.

In his current role, Brewer will lead all communications and marketing efforts for ECD, including oversight of the department’s press and creative services teams. ECD’s Communications and Creative Services division keeps staff, legislators, other state and city departments, local agencies, the media and the general public informed of ECD services, programs and activities. The division also provides strategic communications planning for the department and the coordination and execution of all ECD public events.
